The 14th edition of the Euronext Annual Conference: "Strengthening European capital markets now"

The 14th edition of the Euronext Annual Conference brought together more than 1,000 participants today, both in Paris and online from around the world. Attendees included company executives, entrepreneurs, advisers, government officials, market operators, supervisors and international investors. Since 2011, the Euronext Annual Conference has been a leading event for European capital markets. 

During this year’s conference, discussions focused on the urgent need to strengthen European capital markets in a global context of geopolitical and economic uncertainty. Financial experts, government officials and entrepreneurs highlighted the importance of mobilising European capital markets to address sovereign debt challenges within the European Union, as well to safeguard strategic autonomy and respond to growing international competition. The emergence of tokenisation initiatives in Europe and the renewed financing of the defence sector were also central themes of the discussions.

Euronext

Stéphane Boujnah is CEO and Chairman of the Managing Board of Euronext, the pan-European market infrastructure operating regulated markets in Amsterdam, Brussels, Dublin, Lisbon, Milan, Oslo and Paris. Euronext also operates post-trade infrastructures in Copenhagen, Milan, Oslo and Porto, as well as a pan-European electricity trading platform, Nord Pool, and a FX trading platform operating from New York London and Singapore. In addition, Euronext operates commercial and technology platforms in Bergen, Berlin, Espoo, Helsinki, London, Madrid, Munich, Rotterdam, Stockholm, Tallinn and Vilnius.
 
Stéphane Boujnah became CEO of Euronext in November 2015 when the company had revenues below EUR 500m and a market capitalisation below EUR 2bn. As of October 2024, Euronext generates revenues close to EUR 1.5bn and has a market capitalisation of around €10bn. Stéphane Boujnah led the acquisitions of the Irish Stock Exchange in 2018, Oslo Børs in 2019, VP Securities in Copenhagen and Nord Pool in Oslo in 2020, and Borsa Italiana Group in 2021.
 
Before joining Euronext, from 2010 to 2015, Stéphane Boujnah was part of the team in charge of developing the Banco Santander business across Europe. First, he was Head of Santander Global Banking and Markets for France and Benelux where he developed significantly the advisory business. He was then appointed Head of Santander Global Banking and Markets for Continental Europe.
 
From 2005 to 2010, he was Managing Director at Deutsche Bank responsible for the development of the investment banking operations in France.
 
Previously he founded and developed KM5 Capital, an advisory company specialised in equity raising and M&A advice for venture capital funds and innovative technology companies.
 
From 2000 to 2002, he was Director of the European M&A team of Credit Suisse First Boston Technology Group in Palo Alto (California) and London.
 
From 1997 to 1999, Stéphane Boujnah was adviser to the French Minister for Economy, Finance and Industry, Dominique Strauss-Kahn. He was responsible for innovation policies, privatisations in the technology sector, international investments projects in France and the development of the New Economy.
 
He started his career in 1991 as a business lawyer at Freshfields, focusing on M&A, privatisations and international investments in Eastern Europe and Cuba.
 
He graduated from the Institut d’Etudes Politiques de Paris. Stéphane Boujnah holds a Master degree and a DEA in Law from La Sorbonne Paris, a LLM in Law from the University of Kent in Canterbury and a MBA from Insead.
 
Stéphane Boujnah was a member of the Commission pour la Libération de la Croissance Française established by President Nicolas Sarkozy in 2007. He is founder and Vice-President of the French think tank En Temps Réel, where he published “L’inoxydable modèle suédois” in 2003, a book on the Swedish government and economic model. He is President of the Board of directors of Accentus and Insula Orchestra. He is Vice-President of the Board of Prométhée Education, a non-profit organisation focusing on the support to underprivileged teenagers to boost ambition, access to higher education and preparation to life changing job opportunities.
 
In 2008, he was made Knight in the Order of the Polar Star by the King of Sweden. In 2013, he was made Chevalier in the Order of the Legion d'Honneur by President François Hollande.

Nicolai Tangen is responsible for the management of the Government Pension Fund Global. This includes the daily operation and the development of Norges Bank Investment Management. Tangen joined Norges Bank Investment Management as Chief Executive Officer on 1 September 2020. Tangen was previously Chief Executive Officer and Chief Investment Officer in AKO Capital, which he founded in 2005. Tangen holds a Bachelor’s Degree in finance from the Wharton School and Master’s Degrees in the History of Art from the Courtauld Institute of Art and in Social Psychology from the London School of Economics. He has also studied Russian at the Norwegian Armed Forces’ School of Intelligence and Security.

Eelco Heinen
Dutch Minister of Finance

Eelco Heinen has served as Minister of Finance of the Netherlands since July 2024. His responsibilities include among others the national budget, treasury and financial markets and European and international monetary policy. 

Heinen holds MSc degrees in Economics and an MSc degree in International Relations from the University of Amsterdam, and completed postgraduate programmes in financial and economic policy at Erasmus University Rotterdam and the London School of Economics. 

Previously, Heinen was a Member of Parliament for the VVD (2021–2024). From 2011 to 2021, he held several positions within the VVD parliamentary group. He worked as a financial inspector at the Ministry of Finance’s Inspectorate of the Budget (2008–2011).

Kyriakos Pierrakakis
Greek Minister of National Economy and Finance, President of the Eurogroup

Kyriakos Pierrakakis serves as Minister of Economy and Finance of the Hellenic Republic in Prime Minister Mitsotakis’ Cabinet since March 2025 and is a Member of Parliament. He was elected President of the Eurogroup in December 2025. Previously, he was Minister of Education, Religious Affairs, and Sports (2023–2025), where he initiated a series of reforms of Greece’s education system, most notably establishing a framework for private universities to formally operate in Greece for the first time and banning mobile phones in classrooms. As Minister of Digital Governance (2019–2023), he led Greece’s digital transformation, with the creation of the government portal gov.gr being the most notable initiative and one of the most popular reforms initiated in Greece. He has chaired the OECD Global Strategy Group since 2021, a position to which he was reappointed in 2024. 

Pierrakakis holds degrees from MIT (M.S. Technology and Policy), Harvard Kennedy School (Master in Public Policy), and Athens University of Economics and Business (B.S. Computer Science). Born in Athens in 1983, he is married with three children and speaks English and French.

A graduate of the Paris Institut d’Études Politiques and the Ecole Nationale d’Administration, as well as an alumnus of the Master in Politics at New York University, Marie-Anne Barbat-Layani has served as a senior civil servant for more than 20 years. She began her career in 1993 at the French Treasury as Deputy to the Secretary General of the Club de Paris and later Deputy to the Head of the Energy, Mines and Telecoms Office of the State Investments Department.
In 1997, she joined the French Permanent Representation to the European Union in Brussels as Financial Attaché in charge of competition, state aid and financial services. Three years later, she joined the cabinet of the Minister of the Economy, Finance and Industry as a technical adviser in charge of European Affairs. From 2000 to 2007, she worked at the Treasury, first as Head of the Office of Credit Institutions and Investment Firms and Secretary General of the National Euro Committee, in the Financial Sector Department. She was later appointed Deputy Director of Banks and General Interest Financing.
In 2007, Marie-Anne Barbat-Layani became Deputy CEO of the National Federation of the Crédit Agricole. In 2010, she joined the Office of the Prime Minister as Deputy Chief of Staff. 
From 2012 to 2014, she was an Inspector General of Finance and from 2014 to 2019, became  Chief Executive Officer of the French Banking Federation and the Association of French Banks.
In 2019, she was appointed General Secretary of the Ministry of the Economy and Finance, where she also served as Senior Defence and Security Official.
On 26th October 2022, Marie-Anne Barbat-Layani was appointed Chair of the Autorité des Marchés Financiers.
Marie-Anne Barbat-Layani chairs the Investor Protection Standing Committee (IPSC) of the European Securities and Markets Authority (ESMA), and co-chairs, with Nikhil Rathi, CEO of the UK Financial Conduct Authority (FCA), the Financial Stability Engagement Group (FSEG) of the International Organisation of Securities Commissions (IOSCO).

National du Mérite.

Fabrice Croppi is Global Head of the Investment Banking & Real Assets business line of Natixis since June 2025. 
Fabrice Croppi started his career in the ECM & M&A department at Société Générale (1987-1988) and was then appointed economic adviser to the French Minister in charge of strategic planning (1988-1991). From 1991 to 1992, he was deputy editor of The European. From 1992 to 2004, Fabrice Croppi held various positions at Crédit Lyonnais/Calyon: deputy head manager of the large corporate business centre, director at Clinvest M&A, and managing director of Financial Engineering. 
He joined Natixis in 2005 to set up the Financial Engineering department within Structured Finance and was appointed Global Head of Acquisition & Strategic Finance (2010-2020). In 2020, Fabrice Croppi became Global Head of Investment Banking. 
Fabrice Croppi holds a degree from ESCP Business School, a DEA from Paris Dauphine and a PhD in Economic Sciences.

Nicholas Levy is a partner of the London and Brussels offices of Cleary Gottlieb Steen & Hamilton. His practice focuses on EU and UK antitrust law.  

Mr Levy has extensive experience in notifying mergers and joint ventures under the EU Merger Regulation and UK Enterprise Act, coordinating the notification of international transactions, and advising on all aspects of antitrust law, including anti-cartel enforcement, collaborative arrangements, vertical agreements, and unilateral conduct.  Over the past 30 years, he has been involved in numerous matters before the European Commission, the UK Competition & Markets Authority, the EU Courts in Luxembourg, and the UK Competition Appeal Tribunal. 

Consistently recognised by Chambers as one of the leading antitrust lawyers in Europe and ranked in the Hall of Fame by the Legal 500 for EU & Competition, he has twice been a finalist in Global Competition Review’s “Lawyer of the Year Award” and has been named Global Competition Review’s “Dealmaker of the Year”, “Competition Lawyer of the Year” at the ILO Client Choice Awards, and “Competition Lawyer of the Year” by International Who’s Who Legal.   

Mr Levy has written on a broad array of European competition law issues and has authored a two-volume treatise on the European Merger Regulation entitled European Merger Control Law: A Guide to the Merger Regulation, published by LexisNexis.  In 2023, he authored, together with Ioannis Kokkoris, the Research Handbook on Global Merger Control.     

Mr Levy is a frequent speaker at conferences and has taught classes at, among others, Columbia Law School, King’s College London, and the Universities of Oxford, Fordham, New York, and Queen Mary University of London.  Since 2010, he has delivered each year a three-part graduate course on European merger control as part of the Brussels School of Competition LL.M. in Competition Law organised with the University of Liege and Saint-Louis University.  In 2022, he launched Antitrust Review, a series of podcast interviews with leading figures from the world of antitrust that has over 50,000 listeners in more than 100 countries. 

Mr Levy joined Cleary Gottlieb in 1990 and became a partner in 1999.  He is a graduate of Oxford University and the City University of London.  Mr Levy is a member of the Bar of England and Wales and a solicitor of the Senior Courts of England and Wales.

Verena Ross is the Chair of the European Securities and Markets Authority (ESMA). She took up the role on 1 November 2021 and is responsible for representing the Authority as well as preparing the work of and chairing its Board of Supervisors and Management Board.
Between 2011 and 2021 Verena Ross served as ESMA’s first Executive Director, when she was responsible for building up the organisation and overseeing its day to day running.
Prior to this, Verena held a number of senior posts in the UK's Financial Services Authority (FSA) and was a member of the FSA's Executive Committee. Verena joined the FSA in 1998 to run the Executive Chairman’s office during the regulator’s start-up phase and was briefly a seconded advisor to the Hong Kong Securities and Futures Commission in 2000. She held various positions in the FSA’s Markets Division and was Director of Strategy & Risk Division before becoming Director of the International Division.
Verena is a German national. Following studies in Sinology and Economics in Hamburg, Taipei and London (SOAS) she began her career at the Bank of England in 1994, where she worked as an economist and banking supervisor.

Andrea Sironi has been a member of the Board of Directors of Assicurazioni Generali since 28 February 2022. 

He graduated in Economics from the Bocconi University in Milan. In addition to being Rector of Bocconi University, he also held the role of Vice Rector for International Relations, Dean of the Graduate School and director of the research division of SDA Bocconi. His research activity has so far mainly concerned the measurement and management of risks in financial institutions and the regulation of markets and financial institutions. He has published numerous articles in national and international scientific journals and numerous Italian and international books. 

He was a financial analyst at Chase Manhattan Bank in London, Chair of CEMS, the global alliance of management schools, member of the board of directors of London Stock Exchange Group, Banco Popolare, Cassa Depositi e Prestiti, Unicredit Group and Intesa Sanpaolo. He was Vice-chair of Banca Aletti and Chair of Borsa Italiana. 

Andrea Sironi is currently President and Professor of Economics of Financial Intermediaries at Bocconi University in Milan.

Sophie Javary possesses more than 30 years’ experience in investment banking, having worked over a broad spectrum of transactions from privatisations and equity capital markets transactions to M&A and complex debt deals as well as restructurings.

A graduate of HEC with a year abroad (Brazil, NY), she started her professional career in 1981 at Bank of America in Paris and then at Banque Indosuez.

She joined Rothschild in 1994 to head equity capital markets, which was her specialty until 2008. She became a General Partner of Rothschild in 2002 and managed ABN AMRO Rothschild in Paris from 2001 to 2008. She then became joint head of European restructuring and joint head of debt advisory in Paris from 2008 to 2011.

In February 2011, she joined BNP Paribas as Senior Banker for a portfolio of very large clients for whom she has since been coordinating the Bank’s global relationship. From January 2014 to the end of 2018, Sophie Javary has been in charge of all corporate finance activities (M&A advisory and equity capital markets) in EMEA. She has been appointed Vice-Chairman CIB EMEA in December 2018 and now focuses, as an executive sponsor, on providing strategic advice and developing overall investment banking business with major strategic corporate clients and private equity funds.

She is a member of the G100 (100 top executives of BNP Paribas Group).

Sophie Javary is a director of Société Des Lecteurs Le Monde, Portzamparc and Turenne Capital and a member of the board of directors of the very active NGO Europa Nova, which promotes the idea of Europe through a non–political agenda. She has been director of the Elior Group from 2015 to 2022, of Euroclear from 2019 to 2022 and of Adevinta from 2019 to 2024.

She has been lecturing in Corporate Finance at HEC since 2011.

She has been decorated with the French “Légion d’Honneur” and is the mother of three children.

Ms Senequier serves as a Vice-President of the Supervisory Board of Hermès, the French luxury goods 
manufacturer. In addition, she is a member of the French Actuarial Institute.
Prior to founding Ardian in 1996, Ms Senequier was “Directeur Général de GAN Participations” at GAN 
Group, the insurance company, which she joined in 1980, working in reinsurance and international 
development. She began her career as an insurance commissioner at the French Ministry of Economy.

Alain Gallois started his career in 1992 in the Financing and Treasury Department of SNCF.  In 1994, he then joined Compagnie Parisienne de Réescompte (CPR) as a trader on money market products, before becoming Head of Corporate Investor Relations on Fixed Income Products then UCITS and then Head of Bond Origination. In 1999, he moved to Natexis Banques Populaires (today Natixis) with responsibility for Bond Origination. 
In 2003, he became Chief Origination Coordinator for Debt and Equity business and in 2009 he was named Head of Primary Markets within Natixis’ Fixed Income & Commodities business. In 2012, he became Global Head of the Debt Platform and Head of Fixed Income & Treasury Sales. In 2015, he took up the position of Global Head of Fixed Income before being named CEO, Asia Pacific, Corporate & Investment Banking in 2016. 

He was appointed as Global Head of Investment Banking at Natixis’ Corporate & Investment Banking division in May 2020 and took up his current role as Global Head of Advisory & Coverage and Head of EMEA in January 2021. Alain Gallois is Member of the BPCE Executive Committee.

In June 2025, Alexis Kohler joined Societe Generale as Executive Vice President, Chairman of Investment Banking, also in charge of the Group General Secretary, Group Human Resources, Group Communication and the coordination of transformation programmes. Prior to joining Societe Generale, Alexis Kohler has been the General Secretary of the Presidency of the French Republic since 2017, after holding various senior positions at the French Ministry of Economy and Finance in Paris, with the International Monetary Fund and the World Bank in Washington and the Finance Department of MSC. 

Alexis Kohler is a graduate of Sciences Po Paris, ESSEC and the École nationale d’administration.

Isabelle Mateos y Lago is Group Chief Economist at BNP Paribas.  She has over 25 years’ experience in international economics, finance and public policy. Isabelle began her career in France at the Inspection Générale des Finances before joining the International Monetary Fund (IMF), where she held key positions in the Asia, Europe and Strategy departments, as well as at the Executive Board and as advisor to IMF Management. In 2015, she joined BlackRock where she stayed until 2024 serving in different roles notably Chief Macro Investment Strategist at the BlackRock Investment Institute, Global Head of the Official Institutions Group, and Chief Markets Strategist in the Financial and Strategic Investors Group, alongside serving as a member of the firm’s Geopolitical Risk Steering Committee. 
 

Isabelle is a member of the Board of the Euro 50 think tank, and associate fellow of the Center For Economic Policy Research (CEPR), both leading European economic think tanks. She earned degrees from Sciences Po Paris and Cambridge University (Economics) and is an alumna of École Nationale d’Administration (ENA).

She began her career as an economic analyst for the Danube-Balkans region at the French Treasury, assigned to the Sofia Economic Mission (2006-2007), before becoming a lecturer in macroeconomic theory and capital markets at Harvard University (2008-2011).

An economist in the Trade in Services Division of the Organisation for Economic Co-operation and Development (OECD) from (2012-2017), she became senior economist in the office of Laurence Boone, then Chief Economist of the OECD (2017- 2020).

In March 2020, she was appointed macroeconomic adviser in the office of Bruno Le Maire, Minister for the Economy and Finance. Since June 2022, Dorothée Rouzet has been Chief Economist France at Citigroup. She was also a guest lecturer at ESCP Europe (2015-2017) and the University of Paris I (2017-2018). She was appointed Chief Economist of the French Treasury on 19 June 2023.

On 20 June 2024, the North Atlantic Council approved the appointment of Admiral Pierre Vandier as Supreme Allied Commander Transformation. A graduate of the French Naval Academy in 1987, he chose naval aviation and began his career aboard the frigate Commandant Bory during the First Gulf War. After qualifying as a fighter pilot, he flew Super-Étendard missions over Bosnia and Kosovo before transitioning to Rafale and commanding Squadron 12F in Afghanistan. He later served aboard aircraft carrier Charles de Gaulle, which he commanded during deployments to the Indian Ocean and in support of operations in Iraq. He also held staff roles overseeing programmes including Rafale, NH90 and Tiger, and directed operations such as Serval and Chammal. He was appointed head of the Military Cabinet of the French Minister of Defence in 2018 before being appointed Chief of the French Navy and in 2023 Vice Chief of Defence of the French Armed Forces.

Anthony Attia is the Global Head of Derivatives and Post-Trade of Euronext. He was appointed in this position in 2023. Prior to that, from 2021 to 2023, he was Global Head of Primary Markets and Post Trade. He served as Chairman and CEO of Euronext Paris from 2014 to 2020 while also in charge of the listing and post trade businesses for the Group. In addition, he has led the successful development of Euronext’s Optiq® trading platform from 2017 to 2019.

Before the IPO of Euronext in 2014, Mr Attia was Chief of Staff to the President and Deputy CEO at NYSE Euronext based in New York from 2009 to 2013. Areas of responsibilities included strategy, technology, and integration. Mr Attia was Executive Director, Head of Business Change at NYSE Euronext from 2008 to 2009 and Executive Director, Head of Operations from 2003 to 2007 at Euronext in Paris. At the creation of Euronext in 2000, he was the Programme Director for the integration of the French, Belgian and Dutch exchanges, and from 2001 to 2003 the Head of Market Services. Mr Attia began his career in the Paris Stock Exchange in 1997.

Mr Attia is Chairman of the Board of Euronext Clearing and Chairman of the Board of Euronext Dublin. He is the Vice President of FESE, the Federation of European Securities Exchanges.

He was the Chairman of the Board of Elite from 2021 to 2023. He also served as Board Director at Euroclear from 2019 to 2021 and at LCH SA from 2014 to 2022.

Mr Attia holds an Engineering degree in computer science, applied mathematics and finance.

This involves managing P&L, driving innovation in high-growth environments and delivering strategic transformational projects. He leads a team of 250+ people and is also a member of the Euronext Executive Committee.
Since joining Euronext back in 2010, Mathieu has developed extensive knowledge of capital markets and particularly in the area of primary markets given his current and previous roles including Head of Listing and Corporate Services from February 2021 – November 2023, when he was responsible for managing P&L, designing service offerings, product strategy and prioritization of commercial efforts, and also Head of Corporate Services prior to that since 2019 with responsibility for a high-growth suite of leading digital solutions and Investor Relation advisory services for listed companies. In May 1995, he was appointed Chief of Cabinet of the French Ministry of Economy and Finances and become Head of Treasury in October later that year. Before being appointed at the helm of the European Bank for Reconstruction and Development 
in 2000, he was a member of the European Monetary Committee (1995-1998), President of the European Economic and Financial Committee (1999-2000) and Chairman of the Paris Club (1999-2000). He served as President of the European Bank for Reconstruction and Development until 2008. 
En 2009, Jean Lemierre became a member of the International Advisory Council of the China Investment Corporation (CIC) and the International Advisory Council of the China Development Bank (CDB). He is member of the International Advisory Panel (IAP) for the Monetary Authority of Singapore (MAS). 
He was Senior Advisor to the Chairman of BNP Paribas between 1 September 2008 and 30 November 2014. 
On 1 December 2014, Jean Lemierre became Chairman of BNP Paribas. He is also Chairman of the main French institute for research into international economics (CEPII), a member of the Institute of International Finance (IIF) and in May 2016, he was elected Member of the Board of Directors of TOTAL Energies.

After graduating with a degree in finance, management and economics, Florent Menegaux joined Price Waterhouse in 1986 as a consultant. He was soon appointed manager, specialising in interest rate risk control and management for banks. 

In 1991, Exel Logistics France, a logistics and transport company, offered him the position of Finance Director. Six months later, he was promoted General Manager. From 1995 to 1996, Florent Menegaux was General Manager of the General Cargo Transport division for the Norbert Dentressangle Group. 

In 1997, Florent Menegaux joined Michelin as Commercial Director for truck tires in the United Kingdom and the Republic of Ireland. In 2000, Michelin appointed him Sales Director for Truck Tires Original Equipment and Replacement markets for North America. In 2003, he became head of Truck Tires for South America. 

In 2005, he was appointed head of the Africa – Middle East Zone. 

In January 2006, Florent Menegaux became responsible for the Group’s Passenger Car and Light Truck Tire Replacement Business Unit for Europe, before being appointed Executive Vice President for the Passenger Car and Light Truck worldwide activities, becoming a member of the Group Executive Committee, in 2008. He also oversees Michelin’s Motorsports activities and Materials business. 

In December 2014, he was appointed Chief Operating Officer and then Senior Executive Vice President of the Michelin Group in 2017. 

In January 2018, he also supervises the Group’s Business Directions, and the Manufacturing, Supply Chain and Customer Experience Operational Directions. 

On May 18, 2018, Florent Menegaux was named Managing General Partner of the Group.

Prior to SG and Troika, Luis spent three years at JPMorgan where he was Head of EMEA Equity Syndicate and Corporate Broking. Luis started his career in 1991 in London at Baring Securities as Head of Portuguese Sales and Research. In 1996, he joined Merrill Lynch where he spent 10 years, holding positions in Equity Syndicate, Mergers and Acquisitions and Corporate Finance. He was notably Head of ECM and EQL for France, Belgium and Iberia.

French Minister of Economy, Finance, Energy and Industrial Digital Sovereignty
 

Roland Lescure is the French Minister for the Economy, Finance and Industrial, Energy and Digital Sovereignty. He began his career in the French public sector, working at the Ministry of Economy and Finance and the National Institute of Statistics and Economic Studies (INSEE). He then transitioned to the financial industry, holding senior executive roles. In 2009, he moved to Canada to serve as the Chief Investment Officer at the Caisse de dépôt et placement du Québec (CDPQ). In 2017, Roland Lescure joined Emmanuel Macron’s movement and was later elected to the French National Assembly, representing the First Constituency for French residents overseas, which includes Canada and the United States. During his tenure, he served as Chairman of the Economic Affairs Committee, where he was instrumental in shaping economic policy. Lescure was appointed Minister for the Industry in 2022. After the 2024 by-election, Lescure was elected vice-president of the National Assembly.
