Our white paper examines the growing challenges retail investors face in accessing senior corporate bonds, as highlighted by 2024 data. Although frameworks like PRIIPs, MiFID II, and the Prospectus Regulation were designed to safeguard retail investors and restore confidence, they have inadvertently restricted access to corporate bonds, hindering portfolio diversification. In light of the ongoing discussions surrounding the Savings and Investments Union, we advocate for easing retail access to straightforward instruments like corporate bonds by introducing exemptions from certain regulatory requirements. This approach will support some of the main objectives of the Savings and Investments Union by enhancing retail investors' participation in capital markets and broadening their access to a wider range of financial instruments.
